Arkansas

Alabama
    The ACES Program Development team is without a state leader this year. Rebecca Dollman retired in December, 2007 and the position she held has not been filled. Grace Kirkman is the only person on the team with full-time responsibility to Program Development. Other team members are Carol Reid, Katanga Mants, Jeff Bastuscheck, Callie Nelson, Danny Cain, Carolyn Reedus, Dennis Evans, Ron Williams, Olin (Buck) Farrior, Lelia Wissert, Richard Feuerriegel, Anne Adrian, and Virginia Morgan.

Georgia
    Coordinator - Extension Organizational Development (Mary Ellen Blackburn, Associate Professor) Report to Director of County Operations. Coordinate statewide staff development for county faculty; contribute support to administration as needed. Reporting and Accountability Coordinator (Marcie Simpson - appointed August 1, 2007) Report to Associate Dean for Extension and Ag. Business Office. Coordinate reporting system for all faculty. Compile reports (including federal reports). Association of County Commissioners of Georgia - Cooperative Extension Liaison (Jeff Christie). Serves as liaison to ACCG promoting Extension (70%). Also coordinates the Extension Leadership System initiative (30%). The cost of the position and expenses are shared equally i.e. each 50%. The person is considered an ACCG staff person by ACCG and has an office in their state office in downtown Atlanta. The Liaison attends ACCG staff meetings, new commissioner training, policy committee meetings and assorted legislative meeting. Faculty position in Ag. Leadership, Education and Communication (replaces Dr. Richard Rohs)focusing on Evaluation, with 70% Extension/30% Teaching appointment is in process.
Kentucky
    Kentucky’s state funding took a hit last year which slowed hiring significantly. With a new budget year beginning July 1, we are just now to the point where we can begin our regular hiring process again, however we must keep 26 positions open out of about 388 county positions to make our budget. We have not eliminated any positions due to funding issues. We continue to see more applicants with previous work experience entering the applicant pool which makes a difference in our new agent orientation and core training since we can build on their life experiences when training.
Louisiana
    The Organization Development and Evaluation Unit is pleased to announce that Dr. Melissa Cater has joined our group. Melissa's primary responsibility is to coordinate 4-H program evlauations. Melissa previously served as a county level 4-H agent. Dr. Earl Johnson retired in April of this year; his duties have been taken up by others in the unit. Dr. Robert Richard continues to serve as the unit head and coordinates program development and reporting efforts. Dr. Debra Davis provides leadership for the Advisory Leadership Council efforts, coordinates faculty/staff development opportunities and serves as the organization's lead facilitator. Dr. Krisanna Machtmes, who has a partial appointment with the ODE unit, leads other program evaluation efforts and teaches an evaluation course that is required of all new employees.
Mississippi

North Carolina
    The Personal and Organizational Development Unit is pleased to announce that Mary Lou Addor has joined our team to support our efforts in assisting the college do a strategic plan. We are also now doing select programs for Research and Academic Programs. Mary Lou brought with her the Natural Resources Leadership Institute. We are also pleased to announce that the NC Ag Leadership Institute was endowed by a 5 million dollar gift this year. Our programs can be broken down into four strategic priorities:
    • Onboarding and career development of all employees
    • Ensuring successful leaders at all levels
    • Building a strong organization and organizational units
    • Strengthening Stakeholder Relations and the Industry
Oklahoma
    The Office of Staff and Program Development is responsible for developing, implementing and managing a comprehensive staff development program including needs assessment, design, implementation/training and evaluation of educational programs both formal and informal sessions.
Puerto Rico
    We have several vacant positions for agricultural agents and specialists which haven't been filled due to budget reductions.
South Carolina
    Della A. Baker serves as the State Program Leader for Extension Evaluation, Accountability and Staff Development.
Tennessee
    In the University of Tennessee, Program and Staff Development is housed in the department of Extension Evaluation and Staff Development. Responsibilities include reporting/accountability; staff development; personnel recruiting, employment, and EEO; civil rights and diversity. Professional staff includes 3.75 FTEs, 2 support staff members and 2 half time student workers. State budget for FY08 has been mostly flat and slightly reduced (just over $600,000) from FY07. Expectations for FY09 reflect the slower economy with reduced sales tax revenues projected to result in further budget reductions which will most likely exceed those of the current budget year.
Texas
    Organizational Development in the Texas AgriLife Extension Service is responsible for all program and employee development activities within the agency. Specifically, we focus on strategic and annual planning, educational design and delivery, evaluation and accountability, employee onboarding, leadership development, and emergency management. Texas currently has a staff of four faculty, five professional staff, three graduate assistants, one business coordinator, and one student worker.
Virginia
    The Virginia Cooperative Extension Program Development Unit has responsibility for implementing and supporting program situation analysis, program design and implementation, program evaluation and reporting, and related staff development. This includes facilitating federal and state plan of work and annual reporting tasks. The unit includes Dr. Nancy Franz, Professor/Extension Specialist Program Development and Dr. Heather Boyd, Assistant Professor/Extension Specialist Program Evaluation. Joe Hunnings, Planning and Reporting Coordinator in the college technology unit assists with the unit’s work.
