5. Briefly describe any budget issues that will impact your programs in the coming year
University of Tennessee Extension
Our base state appropriation for FY 10 has been cut by $2.6 million. ARRA funds will replace these funds through FY11. We will use this year and next year to adjust our programs to this new base funding.
University of Kentucky
We remain guardedly optimistic regarding budget issues. The University received a mid year cut of 2%, but none of that was passed on to the college. Uncertainties still remain, but counties have funded most of the positions at that level until funding became available from other vacancies. Many Extension Specialist positions have been frozen. We are maintaining approximately 23 county level position vacancies on the books, but with counties funding many of those, the actual count is closer to 10 vacancies. We are currently advertising for two agricultural agent vacancies and have posted one of two horticultural agent vacancies.
University of Florida
The final budget cut from UF to IFAS (research, teaching and extension) came out to be 7.7 million. Department Heads, District Directors, and Center Directors submitted budget reduction plans to the 3 deans and the senior vice president. After carefully reviewing each plan we made a decision to do differential cuts. Cuts to the different units ranged from 0% to 6.28%. Teaching, research, and extension deans shared in a 15.45% cut. County operations received a 2% cut. We are releasing positions at the state and county level.
NC A&T State University
We had a 7% non-recurring conversion, and have petitioned our federal partners for a match "waiver." It is anticipated that we will have to petition again in 2010.
