2. Does your state have a new tool or resource related to your middle manager's responsibilities that has been developed over the past year that you can share with the committee? If so what is the tool and please briefly describe it.
Georgia
Georgia has or is introducing several new tools which the MM can utilize in their role. As part of the Public Service Promotion System dossier review, the process has now added an Online Promotion System in which dossiers are submitted and reviewed online. Two of the main advantages of the system are travel cost savings for dossier judging and time savings for Agents involved in the process. Georgia is currently revamping its listserv protocol in an effort to avoid duplication of email and insure all in need are notified of particular correspondence. Georgia is taking advantage of a recently hired evaluation specialist, within the college, to offer ongoing evaluation training to both Agents and Program Coordinators via web conferencing. Georgia has focused on an effort to offer training, on a county level basis, in regards to EEO issues and compliance. The effort involves individuals from the college HR department. The training has been well received by Agents as we have not been able to offer this for several years. By January 2010, we plan to transfer all county level financial accounts to a new online accounting system. In addition to meeting numerous needs for the counties, this change will, for the first time, allow MM to monitor county accounts firsthand
Virginia
No tools have been added over the past year to assist with middle management duties.
Texas
Texas is currently launching a new agent on-boarding process that includes the development resources that will enable District Extension Administrators to more effectively on-board new agents. Some of the tools implemented to improve on-boarding includes;
1. Standardized agendas for District Extension Administrators,and Regional Program Directors that provides consistent teaching points.
2. On-line Electronic on-boarding notebook containing resources for District Extension Administrators/County Extension Directors and Regional Program Directors use in on-boarding new employees.
3. On-line learning modules for new agents.
4. New Extension Foundations training for new agents to focus on experiential learning.
5. New agent Foundations Series. A series of informational bulletins with resources to support experiential learning activities during the on-boarding process.
6. Develop a new Excellence in Programming Academy. This training will be a followup to the Extension Foundations and conducted in two 4.5 day sessions. This is a professional development course that focuses on principles, theories, techniques, and applications for program development within educational programmatic environments.
In addition to new agent on-boarding Texas AgiLife Extension has more than 1/3 of our middle managers in new roles. In October 2008 a new middle manager training program was implemented. This includes face-to-face trainings, centra symposium training and a newsletter series to support the distance and face to face training. Topics covered in this training include addressing human resource issues, budget management, performance management, FMLA, coaching, program interpretation, commissioner court relations, etc.
