Galaxy III, Local Government Education Working Group Minutes September 16, 2008; 1:30 – 3:00

Welcome – Carroll Welte

Introductions- Carroll asked each person to introduce themselves. History of the Group – Carroll Welte briefly recounted the history of this group. Carroll and Phyllis attended NACDEP and other meetings - San Antonio, Philadelphia – seeking out others involved in local official training. Nebraska was seeking to start. They worked with Jeri Marxman, Notie Lansford and others to make contacts and worked to organize conference calls. About 4 conference calls have been held so far. The last one was hosted by Paul Lachapelle and Montana State. It was recorded and is available on the web.

Purpose or Goal of the group Start from the purpose statement in the conference program. “Collaboration and information exchange among Extension personnel at all levels whose programming may include research, training, and technical assistance for local government officials. “ This collaboration will “discuss common objectives and methods to achieve them.” Discussion suggested possible additions and amendments. Expand to community leaders? “about local government” Governance? Don’t get too broad. The group settled on the statement in the program but omitting “Officials” in favor of Local Government Training, hence including educational programs for citizens who are not currently government officials.

Public official training research Notie Lansford summarized the survey of 50 states + Guam and Puerto Rico. (The poster session will be Wednesday afternoon. Poster 61.) 70% of states do training and have a lot of material available to share across state lines. The vast majority (93%) want to interact across states. Eric Scorsone added additional observations about the survey. Discussion of related topics followed.

Collaboration with NACO Jeanne Markell, NACo Fellow could not be with us. There is a good chance for more visibility at NACo and at USDA.

Communicatons Name of group – Local Government Officials Training; Local Government Training; Local Government Extension training (LGET). Group was encouraged to think about and submit additional thoughts. Listserv – will set up in Nebraska Website- Nebraska can host a site. Greg Davis suggested “Base Camp” for a website environment; (Jeri says the North Central Center also has “base camp” and might do it for free.) Eric brings up the idea of peer review for quality assurance. Password protection? eXtension Community of Practice Cotton to describe it. 4 year old initiative; paid for by directors and administrators of Extension; .4% of Smith Lever. $2.3 million to 2.4. New technologies for Ag Extension. $1.4 federal match. Content support group; tech spport group; legal support; training and development; in short, a land grant partnership. Bring best of the best together. Communities of practice = 29 currently. 16 are published on the public side. Soon 34-35. Grant programs to develop more. Dept of Energy will add. Other outside resources may be forthcoming with funds. Communities of practice can be national or regional, depending upon the need and interest. Interest by NACo and Jeanne. How to start? Requirements? Application process – leads through the thinking of who we are and what we are going to do; who will belong; timeline. So, application process gets you organized. Technical infrastructure is in place to support your work. Yes, commitment but worthwhile payoff.

Where do we go from here: Next conference call – Jeri volunteered to host. Include Jeanne Markell NACDEP in April, 2009. – Jeri and Notie Program summary template to be put together and shared, probably on the website.
