    • Team member updates:
    • Janie Hipp joined RMA on July 20, 2009, as the Director of the Risk Management Education Division which focuses on risk management education programs for American farmers and ranchers and oversees the RMA Partnership program.
    • Bob Steen is working at RES for Research. His new contact information has been added to the team communication list.
  4. Reviewed Year Two Timeline http://collaborate.extension.org/mediawiki/files/3/36/Year_Two_OIE_Project_Schedule_March_2009_-_February_2010.pdf. Some dates are being adjusted.
  5. Progress Report on Content and Technology Plan - Barb, Jason, and Amy
    • Barb reported, “All 8 IFF lessons were completed (following peer review by Jason, Ruth, Nancy, and others) by July 8 and turned over to Amy. I also completed the explanation of incorrect answers for the 55 quiz questions in the 11 IFYFFF units. The August 2009 IFYF message was loaded. In addition, the Rutgers Cooperative Extension Web site about retirement planning for farmers (Title: Later Life Farming: Creating a Retirement Paycheck) is launching this week. I feel really good about the new IFF course, both the content of the course and the positive reactions from ag folks on the team, perhaps some of whom may have been skeptical at first. Very similar to Susan Boyle winning over the Britain's Got Talent judges...see http://www.youtube.com/watch?v=9lp0IWv8QZY. I look forward to hearing feedback on IFF from the Annie's Project participants.”
    • Amy Groshek reported that Remote-Learner is on track with project enhancements. The IFF course will be ready for review by the team on 8/17 and we need to send edits to Barb by COB on 8/24 for summarizing and sending to Amy by 8/31. There will not be any quizzes in the first 8 lessons.
    • The R-L development team will work on flash activity development for the exercises in the 8 lessons first. Then as time allows, they will work on flash activity for some of the 11 units and will highlight the interactivity in the first 8 lessons.
  6. Progress Report on Annie’s Project – Bob, Ruth, and Tim
    • The Annie’s Project group has met. They are revising their budget and developing materials for the 2nd level AP course. They hope to have this completed by 9/1 with courses scheduled to begin on 9/10, 9/15, and 9/24.
  7. Progress Report on Evaluation Plan - Jeff
    • Mike and Jeff conference called with Amy to discuss evaluation components in the course and in Moodle. Jeff’s deadline is 8/15 to complete after conferring with Barb on questions.
  8. Progress on Marketing Plan - Terry
    • We are nearing completion of a contract with Kansas State which has delayed accomplishments. Terry will advise Kris and elaine that key messages and the enhancements to the IFF gateway page should be circulated among team members for review. Nancy will complete changes to the issue brief and send it on to Kris and Elaine for formatting and suggestions.

    • Nancy circulated a draft and received feedback from Mike and Barb. She will delete the statistical references, but leave in the implications and references. Barb will send a paragraph or two about the revisions made to IFF based on the audience/marketing analysis to be included.
  10. Next Action Steps
    • Milestone #3 reports are due to Nancy on 8/14 with the compiled report going to FINRA on 8/28.
  11. Reports were made on Conferences Attended, Upcoming Conferences, and Publications:
    • Paper about FINRA OIE audience analysis survey findings by O'Neill, Porter, Pankow, Schuchardt, and Johnson under review by the Journal of Financial Counseling and Planning.
    • 2009 American Council on Consumer Interests and the Agricultural and Applied Economics Association Conference, July 26-28, 2009 presentation in Milwaukee, Wisconsin was a success. Jane Schuchardt, Tim Eggers, and Jason Johnson attended and Jane will complete a one page paper and provide a citation.
    • 2009 Association for Financial Counseling and Planning Education proposal for (Research, Practitioners’ Forum, Poster) for presentation November 18-20, 2009 in Scottsdale. Electronic submission was submitted by Nancy, but it was not accepted.
    • Fifth National Small Farm Conference, September 15-17, 2009 in Springfield, Illinois. "Roadmap to Success for Small Farmers and Ranchers." Abstract was accepted for "Online Investor Education for Farm Families" for Track 6: Programming Your GPS to Reach Your Destination (Managing Business: Keeping the Farm and Ranch by Jason, Ruth, Tim, and Bob.

Minutes for July 1, 2009

  1. Welcome – Nancy Porter
  2. Progress Report on Content and Technology Plan - Barb and Jason
    • The July IFYF message was loaded on 6/30. IFF now links to IFYF (the consumer course). The totally redesigned IFF is probably 90% done. Feedback to date has been positive. I had hoped that IFF would be completely done today, but I wrote what I could with the content and feedback that I had in the time window that I had available. I should be able to finish edits to Lesson #3 (Jason's lesson) and Lesson #8 by the middle of next week. Meanwhile, assuming that there are no further edits to the final versions that I sent out on 6/29, Amy can get started with the Introduction and other lessons. Nancy will send a message to Amy.
    • Everyone is very pleased with the rewriting of the lessons that Barb and Jason have completed!
    • Terminology clarification - In the Investing for Farm Families course, there will be an Introduction, eight lessons that are farm centric, 15 exercises, and 11 units of optional supplemental information on investing.
    • Nancy has not yet begun the issue brief requested by FINRA, but K-State has offered to help with the graphics and desktop publishing.
  3. Progress Report on Annie’s Project – Bob, Ruth, and Tim
    • The group is meeting to adjust year two budget with a possible face-to-face meeting of selected team members.
    • Bob Wells will begin phase two sessions of Annie's Project on August 23 with IFF introduction about the third week of the class.
  4. Progress Report on Evaluation Plan - Mike and Jeff
    • We discussed having questions incorporated into the 8 lessons to determine knowledge change. Jeff is writing and will work with Barb to finalize evaluation.
    • Mike will finalize dates for the project timeline and send to Nancy.
  5. Progress on Marketing Plan - Kris and Elaine
    • Finalizing contract for project
    • Elaine will read all eight lessons for clarity and time to complete
    • They will write key messages and circulate to team
    • Will determine best URL for course for identity with target audience and increasing google juice. Will revise roller shade design and submit to team for review.

Minutes from June 3, 2009

  1. Welcome – Nancy Porter
  2. Revised calendar was reviewed - please send corrections/updates to Nancy by Friday, June 5. Nancy will revise and post as a .pdf on collaborative wiki.
  3. Progress Report on Content and Technology Plan - Barb
    • Prepared 3 PowerPoint presentations for the OIE team meeting about the current status of the IFYFFF project (1) course feedback and suggested course revisions, (2) and proposed future course structure options, and (3)
    • Added June 2009 monthly investment message to the consumer IFYF site.
    • Feel very positive about the proposed changes to improve IFYFFF by creating 8 short farmer-centric lessons with links to investment content.
    • Revised the outline for new IFYFFF lessons prepared by Jason.
    • Wrote my 3rd deliverable report for Nancy
    • Stand ready to write first drafts of 7 of the 8 new lessons between 6/8 and 6/30. Jason will write the first draft of the credit pre-requisite lesson.
    • Plan to have a conference call with Nancy and Amy soon to discuss course revisions that need to be made by Remote-Learner.
  4. The team decided:
    • To change the name of the course to Investing for Farm Families (IFF)
    • This was recommended by marketing group because it is shorter and easier to market, it is more grammatically correct, and easier to remember.
    • Course should be marketed as taking 8 hours to complete - one hour per lesson.
    • Marketing will cost out revising the 10 exhibits with revised logo, URL update, and removing underlining of the title.
    • Amy will revise logo keeping same color scheme.
    • We will keep the IFYF course in Moodle that we spent much time and money to create. We will remove Introduction and farm photos, use a different logo, and make other changes as appropriate. Nancy, Barb, and Amy will meet on June 5 to discuss.

    • Ruth submitted report from face-to-face meeting. Nancy will post with the face-to-face meeting minutes along with content, evaluation, and marketing reports.

  2. Enrollment Procedures for Course - Larry Lippke
    • The email verification procedure is problematic for some people who lose the message in junk folders that empty automatically or through spam filters.
    • OpenID is problematic for some. It would be good to forget OpenID when registering for a course.
    • Might want to omit long list of courses, but people would not automatically know whether the IFYFfFF course in under the heading of Agriculture or Personal Finance. It can only be listed in one category.
    • Use a login page just for IFYFfFF and remove enrollement key when course is ready.
    • Note that there is a link for Moodle help on the login screen.
  3. Progress Report on Content - Barb O'Neill
    • A professional reviewer has been contracted to evaluate the first version of the course. A report should be complete by May 15.
  4. Progress Report on Annie’s Project – Ruth Hambleton
    • Pilot test phase is over with participant names and facilitator contact information from four states-Iowa, Illinois, Arkansas, and North Dakota. A complete report will be made on May 20.
  5. Progress Report on Evaluation Plan - Mike Lambur
    • Pilot test - four groups
    • Instant Survey Results
    • Mike and Jeff will create a new plan to provide as much useable feedback from AP participants and reviewers who will receive a $100 stipend.
      • On May 9 Mike reported: Our efforts to recruit additional participants for the pilot test are producing some results. We have had about ten additional people register for the course. We will check to see how much of the course our paid participants have completed and then send them the survey url beginning on Monday, May 11. This will be a separate survey distribution, so that we can compare these responses with the non-paid pilot test participants.
      • I just submitted an amendment to VT IRB to do two telephone focus group discussions with individuals who have taken the course and completed the online evaluation. I anticipate approval of this amendment in the next week. We will provide an 800 number so that there will be no cost to them. I will schedule these for the week of May 25, so we will not have this information for our DC meeting.

  1. Welcome – Nancy Porter
    • Absent: Tim Eggers, Janie Hipp, Jason Johnson, and Bob Wells were presenting at the Risk Management Conference and unable to participate.
  2. Progress Report on Content - Barb O'Neill
    • It has been a relatively quiet month for me for FINRA OIE work. I will add the April monthly investment update on 4/1 and am awaiting the suggested revisions to IFYF from the Annie's Project pilot test. Lots of new eXtension investment FAQs were published on 3/30. I'll also be assisting Nancy with the resubmission of the paper about OIE marketing analysis findings to the Journal of Financial Counseling and Planning. Unfortunately, it was not accepted for the financial literacy conference in May. I've also been researching new literature about farm household finances for a paper with Rutgers colleagues.
  3. Progress Report on Annie’s Project – Bob Wells, Ruth Hambleton, Tim Eggers
    • The team has been introducing the course to Annie's Project classes. They were unable to distribute bookmarks as a planned marketing strategy. The course web site indicates that 54 participants have enrolled in the course which is much less than the proposed number. Many of the participants have not progressed through the course. Problems seem to greater with older participants who do not have ready access to email. Ruth posted the PowerPoint that is used to introduce participants to IFYFfFF at http://drop.io/hightouch and she will contact two addtional potential facilitators (Anita Hall [ahall1@unl.edu] and one other) to increase pilot participation.
  4. Progress Report on Evaluation Plan - Mike Lambur
    • Pilot test Mike proposed Plan C since the pilot test numbers are so low. He suggests that each team member recruit participants for the pilot test. We need to send emails of participants to him ASAP. Nancy will contact Susan Sarver to see if a $100 participant stipend could be offered to 100 participants to increase results of the pilot test. If allowable, Ruth will send out an email to course enrollees with stipend information.
    • FOLLOW UP DISCUSSION VIA EMAIL: I talked to Bob Wells this afternoon after I viewed the IFYFfFF course participant list. I saw 56 participants who enrolled in the course. However, 12 are team members or others affiliated with the project, not farm household participants. Bob cautioned me in citing these figures, “You have to remember that IFYFfFF was introduced to 83 participants through the intensive process and 86 participants through the non-intensive process. Therefore the sample size is 169 not 44. Each of the individuals, in the total sample, will be valuable in determining the overall acceptance of the course. In other words, why did only half the participants in the intensive group enroll (what were the barriers, problems, etc.) and why did those who registered choose not to complete all or part of the course? Once we determine if we have a structural problem (barriers to enrollment??, etc.) can we correct what the audience is telling us to make the course more meaningful to the user and then be able to evaluate the course on its merits to build knowledge, skills and abilities for farm families in investment choices.”
      • Bob does not agree that we should implement Plan C paying a $100 stipend to participants to complete the pilot test review of the IFYFfFF course unless we will be able to analyze their feedback separately from unpaid participants. He believes that paying some participants might bias their evaluation of the course.
      • In addition, we reviewed the Program Delivery budget category that was sub-contracted by Iowa State. Bob reports that their sub-contract is on track for spending the entire budget as approved for the two years with no money available for paying participant stipends. Using money from the Miscellaneous category is an option, but paying 100 participants $100 would expend all of the remaining Miscellaneous budget for year 1 and all but $400 of year 2. I hesitate to do this because we experienced cost overruns the first year in one category and the only source of funds was Miscellaneous funds. We might have some funds left in the Travel budget, but I will not know that until after our May, 2009 meeting.
    • RESULTS OF VOTE: I have had responses from all but two people on the team, but I need to leave the office and two more positive votes added to the 4 I have would not out number the 8 negative votes already cast. Thus, we will not offer a participant stipend to anyone already involved in the pilot test, avoiding participant bias. I have copied the responses below that I received so everyone’s comments would be on record.
    • I also talked to Mike this afternoon. He would still like the option to pursue a separate effort to recruit additional reviewers to whom we might pay a stipend for reviewing the course. This follows the vote of the team for Dan Cotton to find a couple of reviewers to provide feedback to us for improving the course. I think that this effort should take place after the Annie’s Project pilot test is completed on April 10, 2009 and that there will be no mingling of feedback from people who were and were not paid for their review. The number of reviewers in this group would be small. This would allow for payment of a stipend from the Evaluation budget at Virginia Tech and some of the Miscellaneous budget, but would not deplete those budgets. I will pursue gaining permission for this use of funds from Susan Sarver.

      • If the offer can be made to Annie’s Project’s participants I would agree[to the stipend]. Otherwise I would have a hard time facing the women who found out others got paid, and the offer was never made to them. If this cannot be arranged, I vote go with the results of Annie’s Project. I know this audience intimately, and I trust what they tell us. Ruth
      • Yes, we should proceed with implementing a $100 participant stipend (with funding as described above), but only if data from this group is analyzed separately. Terry
      • I thought we had decided to give everyone the $100 stipend/incentive--both current annie's project participants and anyone outside of that that we sign up (Plan C). It was an incentive for everyone to complete all or parts of the course and the evaluation. If they didn't do anything but sign-up, then they would not receive the incentive. It would not be good to offer incentives to one group and not the other. I can provide some of the funds out of the evaluation contract. We could also go down to $75.
    • Instant Survey - The list of locations (towns where AP was offered), contact information for facilitators and emails for participants need to be submitted to Mike by April 6.
    • IRB Approval has been submitted at Virginia Tech.

    • Request for Marketing Proposals - RFP for marketing partner(s) was completed and distributed (http://about.extension.org/wiki/Marketing_Online_Investor_Education_RFP#Request_for_Proposals:_Marketing_Online_Investor_Education). Deadline for response is April 22 with selection by April 29. Timeline for partners includes attendance at our face-to-face meeting in May. Deliverables include: marketing plan and implementation time table, implementation of marketing plan, regular briefings and updates as mutually determined by eXtension and selected university partner.
    • Web page update - Debb Pankow
      • Please go to the wiki at http://www.extension.org/pages/OIE and add suggestions including providing links to Annie's Project, Purdue's Retirement Estimator and Who Will Get Grandpa's Farm. We need to spell out IFYF and add the logo. The team information could replace the FSA team in box in upper right part of page. We need to decide how to implement the Ask an Expert function and implement ideas from the Marketing partner(s). Debb will republish the page periodically as we further refine it.

  2. Update on Milestone #2 Report - Nancy Porter
    • Emailed and hard copy sent by Fed Ex on 2/26/09.
    • Please review Attachment F and Attachment #3
    • Comment - we need to look at budgets in each area to make sure that we will be spending total amount in each by February 28, 2010. If not, we need to redistribute funds. This will be on the agenda for May.
  3. Report on Additional Edits and Technology Enhancements to IFYF - Barb O'Neill
    • Barb - During the past month, my major effort was providing leadership as first author to the team of five that wrote an article about the results and implications of the OIE marketing analysis research. Special thanks to Nancy for assisting me with careful editing and Chicago style. The article was submitted for a Financial Literacy conference in May and/or the Journal of Consumer Affairs. We should hear back if it was accepted in two more weeks. I also posted the March IFYF monthly message and reviewed the draft pilot test survey sent by Jeff. I haven't discussed any more edits with Amy because we might as well do team edits and those suggested by the pilot test group all at once. Also, I reviewed the FSA CoP bankruptcy education course (also in Moodle) to see another online course to compare IFYFFF to. Enhancements include: audio only and text only options, option to pause lesson, slides change automatically with narrated version.
    • Dan Cotton offered to have a couple of external experts review our current Moodle course for some additional enhancements that we might want to consider. The team agreed to have Dan do this.
  4. Progress Report on Annie’s Project – Bob Wells
    • We reviewed original plans from the proposal and the Iowa State sub-contract."Each year of the grant Annie's Project will randomly select two (2) Annie's Project classes in each of the 20 states offering Annie's Project. One class will be designated as an intensive target class and one will be designated as a check class. Each of these classes will learn about the OIE-Online Investor Education (OIE) component of eXtension using two educational delivery treatments."
    • "Over a two year period, this program will expose OIE and eXtension to 800 farm business women in intensive targeted classes and 800 farm business women in check classes. An additional 2,000 farm business women will learn about available eXtension resources."
    • Bob provided some preliminary figures for the pilot test and we discussed the concerns of low enrollment and complications with the enrollment procedure. We decided to extend the pilot test through April 10, 2009 to maximize participation. Bob will send an email with instructions to participants who may have missed opportunity to participate during their Annie's Project class because the course was not ready in time.
